EFFICIENCY OF BRAZIL'S MAIN SOLID BULK TERMINALS: an analysis with DEA

Abstract

This article compares the efficiency of Brazilian bulk cargo terminals between 2020 and 2024 using microdata from ANTAQ (Brazilian National Agency for Waterway Transportation) organized in a terminal-year panel. Three indicators were considered: capacity (number of berths) and per berths (average annual traffic volume and number of berths). Based on these indicators, DEA (Digital Elevation Analysis) was applied to construct an annual benchmark of relative efficiency and a ranking by terminal. The results show consistent differences between terminals, as well as evolutionary trajectories over the period, allowing the identification of performance benchmarks and patterns of change. The main contribution is a transparent and replicable procedure for comparing bulk cargo terminals, demonstrating that, when standardized, official data allows for reliable efficiency readings and support management monitoring.
